Congressional Record coverage begins with the First Session of the 99th Congress (1985). Congressional Reports includes all congressional committee reports, including reports on bills that did not become law, beginning 1990. Congressional Testimony includes agendas and witness lists for U.S. congressional committee hearings, transcripts of oral statements, and written statements submitted to committees of Congress, beginning January 1993.
